Description
ADDENDUM TO SPECIAL NOTICE ANNOUNCEMENT for Modular Handgun System (MHS): SOURCES SOUGHT for Ammunition Production OVERVIEW The Project Manager for Maneuver Ammunition Systems (PM MAS) Picatinny Arsenal, NJ 07860-5000 and the Program Executive Office Soldier, Fort Belvoir, VA 22060-5422, are assessing production capabilities of the National Technology Industrial Base (NTIB) ammunition manufacturing base. This announcement constitutes a Request for Information (RFI). This will be listed under NAICS code 332992. To facilitate the assessment, the following information is requested: 1. A description of a manufacturer's current manufacturing capacity demonstrating the manufacturer's ability to produce Commercial Off-the-Shelf cartridges common to the Law Enforcement and Military communities to a Sporting Arms and Ammunition Manufacturers Institute (SAAMI) specification with a boxer primed brass case and lead core full metal jacket ball projectile and jacked hollow point projectile for calibers from 9mm to.45 caliber for the following ammunition types and quantities: a) Ball ammunition from 10,000,000 to 110,000,000 cartridges per year for five years. b) Jacketed Hollow Point ammunition from 100,000 cartridges to 1,000,000 cartridges per year for one year. c) Drilled Dummy Inert ammunition from 50,000 cartridges to 300,000 cartridges per year for one year. Potential Future production contracts would be for the acquisition of 1 specific caliber/cartridge configuration, not multiple configurations. 2. If a manufacturer cannot currently meet the requirements of paragraph 1, a description of a how a manufacturer would increase their capacity to meet the requirements of paragraph 1. 3. Information should be submitted on the minimum and maximum monthly production rates, as well as the lead times and ramp-up rates for both scenarios listed in paragraphs 1 and 2, above. This capacity should be above and beyond any current production orders or current sales. Also, please indicate if new facilities are planned or required. 4. Rough Order of Magnitude (ROM) Estimate. Request ROM for scenarios listed in paragraphs 1 and 2, above. This request for information (RFI) is for planning purposes only and should not be construed as a Request for Proposal, or as an obligation on the part of the Government to acquire any services or hardware. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or Government use of such information. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Army in developing its Acquisition Strategy, Performance Work Statement and Performance Specification. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The information provided herein is subject to change and in no way binds the Government to pursue any course of action described herein. The U.S. Government is not obligated to notify respondents of the results of this survey.
