- Pre-Solicitation Synopsis 1. The Department of the Army, Mission and Installation Contracting Command (MICC), Joint Base Lewis-McChord (JBLM), Washington, intends to solicit proposals for a contractor to provide aerial fire suppression services at JBLM, WA. The contractor shall provide exclusive use aerial wildland firefighting services. These services shall include one rotary wing aircraft capable of lifting and delivering safely a minimum of 800 gallons of water in a single trip utilizing a self-filling delivery system to fight wildland fires within the confines of JBLM-Yakima Training Center (JBLM-YTC), Yakima, Washington, and fires that threaten to enter or pass through JBLM-YTC. In addition, the contractor shall also provide an on-site fuel truck and a dip tank. The work is located at the JBLM-YTC, a United States Army military reservation located in Yakima and Kittitas Counties in eastern Washington State. The contractor shall be certified under Federal Aviation Regulation Parts 133 and 137 for the aircraft and supporting crewmembers. A complete Performance Work Statement (PWS) will be included in the solicitation. The Request For Proposals (RFP) number is W911S8-13-B-0001. 2. The solicitation will result in the award of a single contract. The resulting contract will be a requirements quote mark D quote mark type, Fixed-Price (FP) contract (daily rate) with reimbursable flight hour CLINs for the hourly flight rates and extended standby. The applicable North American Industry Classification System (NAICS) code is 481212, Nonscheduled Chartered Freight Air Transportation, and the small business size standard is 1,500 (number of employees). This procurement will be set-aside 100% for small business. 3. The anticipated contract period of performance is as follows. Period of Performance* Base Period: 1 May 2014 - 30 April 2015 Option Period 1: 1 May 2015 - 30 April 2016 Option Period 2: 1 May 2016 - 30 April 2017 Option Period 3: 1 May 2017 - 30 April 2018 Option Period 4: 1 May 2018 - 30 April 2019 *The on-site period of performance is for 139 consecutive days beginning on 15 May each year; it is fully described in the PWS that will be included in the solicitation. 4. Telephonic requests for the solicitation will not be honored. When issued, the solicitation will be available via the FedBizOpps website. The tentative solicitation period is December 2013. Interested offerors are advised to consult the actual solicitation for final dates and times. 5. Offers from all capable and responsible sources will be considered. Firms offering a response to this notice shall ensure that they are registered in the System for Award Management (SAM), www.sam.gov, and ensure that the applicable NAICS code is included in its SAM profile prior to submission of proposals. 6.
