- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This acquisition is under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The U.S. Army Contracting Command-Rock Island hereby request quotes for the establishment of one(1) Blanket Purchase Agreement (BPA) for the Mobile Propane Tank and Pump Maintenance and Repair Statement of Work, dated 9 Dec 2013, as outlined in Attachment A. This requirement is in support of the Rock Island Arsenal Logistics Readiness Center (LRC), at the Rock Island Arsenal, Rock Island, IL 61299-5000. Quotes shall be submitted in accordance with the terms and conditions listed in Attachment B. Only firm fixed price offers will be considered. The contractors' place of maintenance and repair must be WITHIN 200 MILES of the Rock Island Arsenal, Rock Island, IL 61299-5000. Prices shall be submitted using Attachment D, BPA Price Evaluation Sheet. All prices quoted will be binding for the life of the BPA. The proposed estimated labor hours and materials are for evaluation purposes only and are not a guarantee of the amount to be paid under this BPA. The Government reserves the right to require the submission of any data (e.g. other than cost or pricing data) necessary to validate the reasonableness of a quote. Award will be made to the responsive offeror that submits the lowest total evaluated price in response to Request for Quote (RFQ), W52P1J-14-Q-LE01. The Total Evaluated Price will be computed by summing the Total Yearly Prices for each BPA Year. The Total Yearly Prices are based on summing the total price for Labor and Materials plus Material Handling. The total price for the Labor Cost is based on applying the estimated labor hours (80) by the proposed Fully Loaded Hourly Labor Rate. The total Materials plus Material Handling is based on taking the estimated Materials ($3,500) times the material handling rate and summing materials plus material handling. In order to be determined responsive, offerors must submit documentation that clearly demonstrates their capability to provide all of the services outlined in Attachment A, as well as, USDOT certification license listed with the Federal Motor Carrier Safety Administration. In addition, offerors are required to submit a signed copy of Attachment C, DFARS Clause 252.209-7994 with their quote to be considered for award. The contractor must be registered in System Award Management (SAM) prior to award of this contract. This RFQ is not funded; rather a blanket purchase agreement will be awarded for the Government to utilize when repair and/or maintenance of the propane tank and pump are required. Quotes are due by 12:00pm (Noon) Central Time on Monday, December 16, 2013 in electronic format to the POC listed below.
