- The Portland District U.S. Army Corps of Engineers is issuing an Invitation for Bid, No. W9127N-14-B-0002 for West Coast Hopper Maintenance Dredging 2014. This dredging project includes maintenance dredging at the San Francisco Mainship Channel, Humboldt Bay, Mouth of Columbia River, and selected Columbia River bars from River Mile 3+00 to 105+00. Additional locations may be included. Approximately 3,500,000 cubic yards shall be dredged as mandatory bid items, with additional optional items as funding allows. This solicitation is subject to the availability of funds. Placement of maintenance material will be located at designated in-water placement sites, including ocean and river disposal. Dredging will occur in California, Oregon, and Washington. Water Quality Monitoring will be required in conjunction with the current water quality certificates. Anticipated dredging start date is May 15, 2013, with an anticipated completion date to be determined. The solicitation plans and specifications will be available for review on or about December 9, 2013. An additional review period of the plans and specifications will begin on or about January 16, 2013. A notice will be posted when files are available for download with information on bidder inquiries. A pre-solicitation meeting will be conducted during the second phase of plans and specifications review. This meeting will be conducted on January 22, 2013 at 1:00 PM, PST. The call in number is 888-431-3632, Access Code 7966939. Bid opening is scheduled for March 12, 2014 at 2:00 p.m. PST. This procurement is open to both small and large business concerns. The NAICS code is 237990 and the small business size standard for this procurement is a firm with average annual sales or receipts, including all affiliates, for the preceding three years not in excess of $20.0 million. The magnitude of construction for this solicitation is between $10,000,000 and $25,000,000. All dates and information in this notice is subject to change.
