- This Bid Sheet has been updated to reflect requirement changes in the PWS. Based on requirment revisions the PWS and the Bid Sheet have been revised to reflect these changes. This modification dated 10 December 2013 includes the following changes: 1. Modified PWS including Changes to the Quarterly Service, Over and Above Descriptions. 2. Decrease value of contractor responsibility threshold in the PWS from $200.00 to $150.00. 3. Replaced last Bid Sheet with New Bid sheet to reflect PWS changes. 4. Extend Proposal date to 3 Jan 2014. This acquisition is a 100% small business set-aside. Solicitation number: FA9301-14-D-0003 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This contract will be a five year FFP, IDIQ. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for proposal (RFP). This solicitation also uses the simplified acquisition procedures contained in Part 13. All responsible sources may submit a firm-fixed price (FFP) proposal which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-69 (effective 01 August 2013) and DFARs Change Notice (DCN) 20130808 (effective 08 Aug 2013), AFAC 2012-0214 (effective 04 Jan 2012). The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement (ii) price. NAICS is 238290 with a small business size standard of 14,000,000.00. FSC code is J056. Delivery: TBD per individual Task Order issued as service requirements are determined, acceptance for supplies is FOB Destination, Edwards AFB, CA 93524. The AFTC/PZIOC, Edwards Air Force Base, CA is seeking to purchase: AUTOMATIC DOOR MAINTENANCE SERVICES The contractor shall provide all management, tools, supplies, equipment, transportation, and labor necessary to maintain and repair automatic doors at Edwards AFB (EAFB), CA to ensure continuous and safe operation of the doors in accordance with ANSI/BHMA A156.10-1985 American National Standard for Power Operated Pedestrian Doors and ANSI A156.19-1984 American National Standard for Power Assist and Low Energy Power Operated Doors. In accordance with the Performance Work Statement (PWS) attached to this solicitation (attachment 1), for a Five year FFP IDIQ contract. Wage determinations shall be IAW Service Contract ACT for Kern County, CA. The evaluation criteria listed below will be used to select the source for the anticipated 5 Year IDIQ contract: 1) LPTA procedures IAW13.106-2(b) & using part 15.101-2 as applicable. Contractor shall be evaluated using LPTA procedures; Technical Acceptability is based on the contractor having a valid, current, Company Certificate specifying Certified Inspector of power-operated automatic pedestrian doors from American Association of Automatic Doors Manufacturer (AADM). 2) Technical acceptability Solicitation criteria will be as follows, Marginal or Less is unacceptable. 3) Labor wages, in accordance with the Service Contract Act for Kern County, CA. attachment 2. No partial quotes for the items listed above will be accepted. This is a written solicitation IAW FAR 13.106-1(d) Interested parties who believe they can meet all the requirements for the items described in this synopsis are invited to submit a complete proposal including delivery FOB destination Edwards AFB, CA 93524.
