Description
Draft PWS Example Capabilities Brief Sources Sought Grounds/Landscaping Care and Maintenance Services This is a Sources Sought Notice only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 15.201(e). This is not a solicitation/request for proposal and no contract shall be resultant from this synopsis. The USAF is interested in determining the market capabilities to accomplish all tasks identified in the attached Draft Performance Work Statement (PWS) which may change due to changes in Government standards and fiscal constraints. Respondents must provide a clear indication as to whether or not they can provide the services the Government is seeking in the attached Draft PWS. A two page capability statement is attached to this notice and responses may be provided using this example format or a comparable format that provides all the information requested. The 6th Contracting Squadron, MacDill AFB, FL is seeking capabilities from Small, Small Disadvantaged (SDB), 8(a), Woman Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), and Historically Underutilized Business Zone (HUB Zone) businesses for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for an Indefinite-Delivery Indefinite-Quantity Contract (IDIQ). The contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at MacDill AFB, FL in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. The contractor's performance will be based on the Contracting Officers Representative (COR) and Contracting Officer's (CO) evaluation of the results required by the Service Summary (SS) and not the frequency or method of performance. It is at the contractor's discretion to determine the levels of frequencies to attain the level of service at the best value. The evaluation of results will be based on COR surveillance, tenant satisfaction, and customer complaints. Final results of the evaluations will be the determining factor for the success or failure of this contract. The contractor shall comply with applicable federal, regional, state, and local laws and commercial standards. See attached Draft PWS for detailed services needed. PERFORMANCE LOCATION: MacDill AFB DOLLAR VALUE: The aggregate value is estimated to be less than $10M. The value of the Delivery Orders is typically from $2,500 - $2M. However, there is a potential that Delivery Order may be more or less than this range. PERIOD OF PERFORMANCE (POP): The period of performance is expected to be one (1) twelve (12) month base contract period, with four (4) twelve (12) month option periods and a six (6) month extension of services period. NAICS CODE: 561730 Landscaping Care and Maintenance Services SIZE STANDARD: $7M RESPONDENTS MUST PROVIDE THE FOLLOWING PERFORMANCE HISTORY FEDERAL: Provide up to 5 examples of past and/or current (present to past 5 years) performance of projects over $1M, as a prime contractor, to include the following information: A. contract identification number and type of contract (e.g. - FFP etc.) B. title and brief summary of the project requirements C. contracting agency or firm (Government or commercial) D. value of contract(s) at award and on completion (include modifications) E. points of contact on the projects with their telephone numbers and e-mail addresses F. percentage of work completed as the Prime Contractor G. list all trades included in the project (plumbing, electrical, HVAC, etc.) NON-FEDERAL: Provide up to 5 examples of past and/or current (present to past 5 years) performance of projects over $1M, as a prime contractor, to include the following information: A. contract identification number and type of contract (e.g. - FFP etc.) B. title and brief summary of the project requirements C. contracting agency or firm (Government or commercial) D. value of contract(s) at award and on completion (include modifications) E. points of contact on the projects with their telephone numbers and e-mail addresses F. percentage of work completed as the Prime Contractor G. list all trades included in the project (plumbing, electrical, HVAC, etc.) Interested parties shall not submit more than 15 single-sided, type-written pages using 12-point type or larger. In accordance with FAR 52.204-99, contractors must be registered in the System for Award Management database via www.sam.gov.
