- JOFOC - See CO for signature page. PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source Firm-Fixed Price (FFP) contract with Verizon Federal, Inc., 22001 Loudoun County Pkwy., Ste. C 21 Ashburn, Va. 20147-6105. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. Background: Please see attached Justification for Other Than Full and Open Competition (JOFOC). Based on market research conducted, it has been determined the FBI's requirement for the referenced services can only be provided by Verizon Federal, Inc. Verizon Federal, Inc. is the only providers who can meet the FBI's requirements, as they are the designated phone and data carrier for Virginia's Stafford County area. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by the time and date identified herein. Submissions will only be accepted by email to the attention of Todd M. Townsend, todd.townsend@ic.fbi.gov with the subject line: RFQ-0001847 Capability Statement; telephone requests will not be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If interested, please submit a "capability statement" fully demonstrating the ability to meet the requirements as detailed above. The capability statement provided will be the sole information used to determine a vendor's capability; references to outside information will not be considered. If the vendor is found capable, they will be entitled to a copy of RFQ 0001847, upon request; to be competed with any other qualified vendors. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
