- This is a combined synopsis/solicitation for commercial Items/services prepared in accordance with the format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and only an electronic solicitation will be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-70(effective 30 Sept. 2013). This procurement is being solicited as unrestricted. The North American Industry Classification Code is 325120 and Size Standard is 1000 employees. Request for Proposal (RFP) number is VA248-14-R-0189. The Government contemplates award of a single contract resulting from this solicitation. Period of Performance: Base Year (2 months and 27 days) and One (1) Option (6 months and 28 days). This procurement is for the distribution and supply of medical-grade liquid bulk oxygen to the VA Caribbean Healthcare System at San Juan, Puerto Rico. The estimated facility's annual requirements quantity is approximately 100, 000 SCF. These quantities are only estimation. (See the attached solicitation for full details of contract requirements, clauses and provisions). Anticipated award date: The contract is expected to be awarded on or before December 17, 2013. Offerors are advised to review 52.212-1 Instructions to Offerors and Addendum to FAR 52.212-1 (Part 1- Proposal Preparations Instructions and Part2-Evaluation Criteria of the solicitation). Offerors are advised that as per FAR 12.603, an SF 1449 is not used for a combined synopsis/solicitation. However, offeror responding offer to this solicitation can be submitted on an SF 1449, if it meets the form criteria as both simplified (FAR 53.213(f)) and commercial (FAR 12).
