HSFE20-14-R-0001 / Amendment A00001 Amendment A00001 1) Solicitation Article L.8 SITE visit is hereby amended as follows: DELETE: "fax: 256-847-1960" INSERT: "fax: 256-847-2121" The site visit information due date remains unchanged (December 9, 2013 4:00PM Central Time) ------------------------------------------------ In accordance with Federal Acquisition Regulation (FAR) Part 5, this synopsis is for integrated facilities operation and maintenance to support the Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA)/Center for Domestic Preparedness (CDP) located in Anniston, AL. The Acquisition Operations Division/Preparedness Branch intends to award a firm-fixed-price contract award under the authority of FAR Part 15. The objective of this procurement is to obtain reliable, efficient, and effective integrated facilities operation and maintenance services. No Solicitation or Request for Proposal (RFP) is currently available. This is a socio-economic restricted competitive acquisition set-aside for HUBZone Small Businesses only. The competitive solicitation, all amendments, and any questions and answers related to this procurement will be made available via the internet at http://www.fedbizopps.gov on or about November 22, 2013, with proposals being due about 30 days later. It is the responsibility of interested firms to monitor this internet site ( www.fedbizopps.gov ) for the release of this solicitation as well as any amendments. The NAICS code is 561210. The Small Business Size Standard for this NAICS is $35.5 million. Any responsible HUBZone Small Business concern may submit a proposal that will be considered by the Government. This pre-solicitation notice does not commit the Government to the issuance of a solicitation or award of a contract. No paper copies of the solicitation will be available. No phone calls or facsimile transmissions will be accepted. A firm-fixed-price contract award is anticipated. Award will be based on best value using trade-offs. The Period of Performance is estimated as follows: a one month phase-in period followed by 11 months of full service for the base period. The contract will also include four (4) 12-month option periods. The anticipated contract start date is March 1, 2014. The Center for Domestic Preparedness is a national training facility located in Anniston, Alabama, that prepares state and local emergency response personnel to respond to all hazards, including terrorist attacks using weapons of mass destruction by providing advanced, hands on training. This national training program was developed for state, local, tribal, Federal, private sector and international responders from Fire Service, Law Enforcement, Emergency Medical Services, Emergency Management, HazMat, Public Health, Healthcare, Public Communications, Public Works and Government Administrative and other emergency response personnel, their trainers and supervisors. Training courses provided by the CDP provide specific knowledge and expertise for deterrence, prevention and response to Weapons of Mass Destruction (WMD) incidents. The intention of this requirement is to obtain contracted integrated facilities operation and maintenance to support Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA)/Center for Domestic Preparedness (CDP) and its facilities located in Anniston, Alabama. The Contractor shall provide all support services as identified in this performance work statement (PWS). The objective of this procurement is to obtain reliable, efficient and effective services by applying a sound management and technical approach that will provide the best value and meet the objectives shown in this work statement. A listing of the CDP site characteristics will be provided in with the PWS. The primary functions to be performed are the operation, maintenance, housekeeping, repair, modification, and minor alteration of the physical facilities, as well as residential and support services for the CDP. The Contractor shall provide the required project management, administrative services, associated scheduled maintenance services, trade craft services, repair, housekeeping services, mail services, waste management, operation, and other services described herein. In performing these functions the Contractor shall provide all parts, labor, supervision and administration, tools, equipment, vehicles, vehicle and equipment fuels, vehicle and equipment maintenance required, unless specifically identified as Government furnished. The incumbent contractor for this requirement is HME, under contract number HSFECD-09-C-0009, with a total contract value of $19,691,677.74. The Acquisition Planning Forecast System (APFS) Advanced Acquisition Plan (AAP) number is 201302603. Pre-award site visit: For planning purposes for interested contractors, a pre-award site visit at the Center for Domestic Preparedness, Anniston, AL, is anticipated in early December 2013. More details will be included in the RFP.
