This announcement constitutes the only solicitation; quotes are being requested in accordance with the attached Request for Quotations (RFQ) EA133W-14-RQ-0013. The acquisition is to provide janitorial services at eleven (11) National Oceanic and Atmospheric Administration (NOAA), Weather Service Eastern Region Upper Air Facilities (UAF) and Weather Forecast Offices (WFO) located in the Eastern United States. This requirement is expected to result in a single award firm fixed-price contract. The period of performance of this Contract is for a base period and four (4) option periods. This is a 100% Small Business set-aside in accordance with FAR 52.219-6. The acquisition is being issued in accordance with FAR Part 12 and the test procedures identified in FAR Subpart 13.5, Test Program For Certain Commercial Items. The applicable NAICS Code is 561720 - Janitorial Services, which has a corresponding size standard $16.5 million. This is a best value, competitive requirement. Award will be made to the quoter whose quote meets all PWS and solicitation requirements and is judged, by an integrated assessment of price and other evaluation factors listed in the attached RFQ. The anticipated award date is January 2014. Hard copies of the RFQ will not be issued. Electronic submission of the contractor's quote are NOT authorized, see RFQ FAR 52.212-1 Instructions to Offerors. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of any amendments to RFQ. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database at www.sam.gov; quoters must also obtain a Data Universal Numbering System (DUNS) number and provide it with the quotes. All responsible sources may submit a quote, which shall be considered by the agency.
