Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NICHD-14-005 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-70. The North American Industry Classification (NAICS) Code is 541990 and the business size standard is $7.0M. However, this solicitation is not set aside for small business. The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to award a purchase order to Micronutrient Initiative (MI), 180 Elgin Street, Ottawa, Ontario, Canada for the "Micronutrient Forum 2014: Bridging Scientific Advances and Programs to Improve Health" scheduled in Ethiopia. This is pursuant to 41 U.S.C. 253(c)(1)-Only one responsible source and no other supplies or services will satisfy agency requirements. The outcome of the Iron and Malaria project involvement in the MNF will be to collect the material necessary to develop a report that will include input from the community on: • Current state of the science with regard to biomarkers to assess iron status clinically and at population levels • New knowledge with regard to mechanisms and the biology of iron in the context of infection which will inform the development or reinforcement of current or new interventions • Current approaches to prevention and treatment of iron deficiency • Impact of the changing health context as it pertains specifically to iron assessment, interventions and policy. • Relevance of new science and approaches to ongoing programs • Outstanding gaps in science and regional needs • Strategies for improving programs to address iron nutrition particularly in the context of prevention, care and treatment of malaria MI will provide the following: 1. Pre-meeting support activities (conference calls, coordination of I to I sessions within MNF tracks) 2. Personnel support 3. MNF activities (supporting meeting logistics and arrangements for the venue in Addis Ababa, recording, transcription and rapporteur activities) 4. Digital dissemination activities (updating MNF website with I to I session information and summary) 5. Recruitment and support of session chairs (MNF sessions will have an overall technical chair and chairs of each session. These chairs will hold periodic conference calls prior to the MNF and will be responsible for developing the summary reports from their respective sessions) 6. Post meeting (meeting summary and publication) Timeframe and Deliverables: • Activity 1: Coordinate and integrate the Iron and Malaria/I to I sessions within the MNF tracks (February 2014) • Activity 2: Provide a summary of the I to I sessions (July 2014) • Activity 3: Develop a report on guiding principles on how to integrate the iron and inflammation issue within the myriad of nutrition and health challenges (September 2014) • Activity 4: Publishable proceedings in a peer-reviewed journal (submitted by October 2014) The sole source determination is based on that MI is a world leader in all aspects of the nutrition and global health agenda and their resident expertise is well suited to supporting NICHD's goals and objectives. The Micronutrient Forum (MNF) offers the opportunity to have the international nutrition community and stakeholders from the research, clinical, program and policy community all in one room, in Africa, where the issues discussed are of utmost relevance. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Offers must also be accompanied by descriptive literature, delivery timeframe, warranties, and/or other information that demonstrates that the offer meets all of the foregoing requirements. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or by December 17, 2013 by 10:00am EST. via email or postal mail.
