- Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. VA250-14-Q-0099 is being issued as a Request for Quotations (RFQ) and the intent is to award a firm fixed price contract for services. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18. This requirement full and open competition after exclusion of sources, small business set aside, for commercial items under the North Atlantic Industrial Classification System (NAICS) 519130 Internet Publishing Broadcasting and Web Search Portals. Requirements: Network Contracting Office 10, 6150 Oak Tree Blvd, Independence, OH 44131, is seeking quotes for information dissemination for the FES Center. Specifically tasks include: -Creation and distribution of the FES Center newsletter (electronic and print) -Development and maintenance of documents and templates to facilitate information dissemination for educational seminars and presentations -Monitor popular media news for stories and information presented about the Cleveland FES Center, document and distribute to appropriate contacts. Deliverables -Weekly reviews of popular media identifying Cleveland FES Center and it's projects -Monthly updates to recurring education materials for seminars and presentations (electronic and print) -Bi-monthly newsletter, design, create and distribute to the FES Center, partnering institutions, funding agencies, and scientists in relevant fields. -As needed graphic design work The VA estimates needing approximately 176 hours worth of services in one calendar year. The period of performance for this contract will be from the date of award through September 30 2014, with two one year options. (October 1, 2014- September 30, 2015 and October 1, 2015- September 30, 2016) Quotes with additional features will be considered, provided the minimum requirements of the Government have been met. Please provide pricing on a per hour basis. Any products shall be delivered 30 ARO, to 10701 East Boulevard, Cleveland, OH 44106. NOTE: The Government reserves the right to award without discussions, vendors shall submit the most favorable terms. Invoices shall be submitted in accordance with Federal Regulations 52.212-4(g) and shall be submitted to Financial Management Provisions and Clauses: The clause at 52.219-5 Notice of Total Small Business Set Aside is applicable to this procurement. The provision at 52.212-1, Instructions to Offerors- Commercial, applies to this acquisition. Award will be made on the basis of Lowest Price Technically Acceptable. Offeror Representations and Certifications- Commercial items, with offer. The clause at 52.212-4 Contract Terms and Conditions-Commercial Items, applies to this acquisition, to include the following addendum to the clause: None. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, applies to this acquisition which shall include the following clauses: 52.222-21, 52.222-26, 52.222-35, 52.22236,52.222-37,52.225-3. The preceding Federal Acquisition Regulations (FAR) clauses and provisions may be accessed on the Internet at http://www.arnet.gov/far. The preceding Veterans Administration (VAAR) clauses and provisions may be accessed on the Internet at http://www.va.gov/oa&mmlvarr/. Quotes and accompanying information are due no later than 12 p.m. EST, Wednesday December 11. Quotes must be sent by email to shelly.leshe@va.gov. The successful offeror must be registered with System for Award Management (SAM) to be awarded a contract.
