- Sole Source Justification SOLNBR>104-031-13 <RESPDATE>12-17-13 <CONTACT>Point of Contact, Regina Dennis, Purchasing Agent, (215)233-6553 The USDA, Agricultural Research Service (ARS), Dairy and Functional Foods Research Unit (DFF) in Wyndmoor, PA, intends to negotiate a firm-fixed price contract on a sole source basis with Volatile Analysis Corporation in Grant, AL to analyze samples (FOB) Destination. The analyses will be used to determine off-odors in the whey protein concentrates and provide the GC/MS data. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this requirement is solely at the discretion of the Government in accordance with FAR 13.106-1(b). This announcement constitutes the only notice issued. The NAICS is 541990. The Solicitation number is 104-031-13 and is issued as a Request For Quotation (RFQ). This is not a request for proposal. NO SOLICITATION IS AVAILABLE.
