Description
This Amendment is being issued due to adjustments made to the FMU-160A/B Performance Specification and program timeline. The amended solicitation will be issued under the FY13 solicitation number, W15QKN-13-R-0068-0001, which will reflect a revision to Performance Specification involving the Height of Burst requirement and the E3 tests. The required schedule has been changed to accommodate additional time to complete contractual events, including Design Verification Test and First Article Test. ------------------------------------------------------------------------------------ The U.S. Army Contracting Command (ACC) - New Jersey, on behalf of the Project Manager for Combat Ammunition Systems (PM-CAS), anticipates issuing a Request for Proposal (RFP) on or about September 10, 2013 for the manufacturing, inspection, testing, and delivery of the FMU-160 A/B HIGH FRAGMENTATION (HFF) PROXIMITY FUZE, with POINT DETONATING (PD) backup. The program satisfies the Air Force Special Operations Command (AFSOC) requirements for fiscal years 2013-2017, for AC-130 Gunship training and tactical missions. The FMU-160A/B Fuze is a radio frequency HF proximity fuze with a PD backup. The applicable NAICS code for this effort is 332993 and the FSC code is 1390. The NSN for the FMU-153 A/B PD/DLY Fuze is 1390-01-616-7163. The FMU-160 A/B Fuze is used to detonate the 105mm High Fragmentation (HF) High Explosive (HE) Projectile Gun Unit (PGU) 45/B Cartridge. The PGU-45/B is an asset on the AC-130 Gunship, and is fired out of a modified 105mm Howitzer. The FMU-160 A/B is set to provide a 15-foot height of burst. The height of burst optimizes the lethality of the 105mm High Fragmentation (HF), High Explosive (HE), PGU-45/B Cartridge. Competition for this requirement will be restricted under the authority of 10 U.S.C. 2304(c) (3), and FAR 6.302-3 (a)(2)(i), Industrial Mobilization; Engineering, Development, or Research Capability; or Expert Services, from companies within the National Technology and Industrial Base (NTIB) in order to maintain or create the required domestic capability within the U.S., its outlying areas, and Canada. Under the authority, the contract will require that the contractor obtain the FMU-160 A/B Fuze assembly, and the detonator and explosive train (to include the explosives themselves) from within the NTIB. The balance of FMU-160 A/B Fuze sub-assemblies and sub-components are unrestricted. The contract type will be Firm Fixed Price (FFP). The effort will result in award of an Indefinite Delivery Indefinite Quantity (IDIQ) contract consisting of 5 one-year ordering periods, with priced ordering ranges. The estimated maximum contract value will be $22,250,000 with a minimum guarantee of $700,000. Each ordering period will consist of the following ordering ranges: 500-2,000; 2,001-5,000; 5,001-20,000. The technical data package is Distribution quote mark D quote mark - approved for release to Department of Defense (DoD) and U.S. DoD contractors. The requirement will be solicited/manufactured against a Performance Specification. The requirement will require the contractor to work with explosives. Any request by DoD Contractors for Distribution Level quote mark D quote mark data shall be accompanied by the following: a fully executed DD Form 2345, Military Critical Technical Data Agreement, a completed Non-Disclosure Agreement, and a completed AMSTA-AR 1350. After review of the forms, offerors will be notified of the disposition of approval/disapproval to receive the TDP.
