- THIS IS A NOTICE OF INTENT TO SOLE SOURCE ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The Mission and Installation Contracting Command (MICC) Fort Benning, Georgia is issuing a notice of intent to sole source set forth in Federal Acquisition Regulation (FAR) part 6.302-3(1)(2)(iii). Full and open competition need not be provided for when it is necessary to award the contract to a particular source in order to acquire services to repair the National Environmental Policy Act (NEPA) web tool to interface with the Geospatial Information System. This is not a request for proposals or quotes. PURPOSE: The purpose of this notification is the Government's intent to sole source the NEPA Web Tool repair to Critigen LLC. The preferred strategy is to procure this requirement as sole source. The Government will not reimburse participants for any information they provide. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. DESCRIPTION OF REQUIREMENT: The Directorate of Public Works (DPW) here at Fort Benning, Georgia is in need of repairing the NEPA Web Tool. This tool requires Federal agencies to evaluate environmental impacts of proposed actions. The 32 CFR 652 and AR 200-1 both mandate that documentation of these evaluations will be prepared and records kept in order to be in compliance with environmental regulations. The services and licenses provided by Critigen LLC are exclusive. The cost and time to acquire another system and have all the approvals will not be recovered through competition. SUBMISSION REQUIREMENTS: Responses to this announcement must be received no later than 2:00 p.m. Eastern Standard Time, Tuesday, December 10, 2013. No telephone requests will be honored.
