- PWS 17. This is a combined synopsis/solicitation commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued for the solicitation number NIAID RFQ 13A1644271. This requirement is being issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-71 dated November 25, 2013. The full text of the Federal Acquisition Regulation (FAR) and Health and Human Services Acquisition Regulation Supplement (HHSAR) can be accessed via the Internet at http://farsite.hill.af.mil/vffara.htm (FAR) and http://farsite.hill.af.mil/vfhhsara.htm (HHSAR). This acquisition will be processed under Simplified Acquisition Procedures (SAP). All responsible sources may submit an offer that will be considered by this agency. The associated North American Industry Classification System (NAICS) Code is 811219, which has a business size standard of $19 million. The National Institutes of Health, National Institute of Allergy and Infectious Diseases (NIH/NIAID) intends to award a Fixed Price order for: -Total Preventive Maintenance of ABI Prism 7000 Sequence Detection System -Total Preventive Maintenance of Miltenyi Biotec autoMACS Pro Apheries Unit -Total Preventive Maintenance of Becton Dickinson FACSCalibur Flow Cytometer -Total Preventive Maintenance of FlexStation 3 Molecular Device Place of delivery is NIH Bethesda MD 20892. The government will award a fixed price purchase order for 1 base year plus 4 option years to the responsible contractor. The FOB point shall be Destination. Payment Net 30 days after receipt of invoice. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1, Instructions to Offerors - Commercial Items; Far 52.212-3, Offeror Representation and Certifications - Commercial Items; Far 52.212-4, Contract Terms and Conditions -Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; and FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). 52.212-2 -- Evaluation -- Commercial Items, 1) Technical - The Government will award a contract resulting from this solicitation to the responsible offeror whose offer meets or exceeds the OEM maintenance standards and the usuage as stated in the PWS. 2) Past Performance 3) Price Technical and past performance, when combined, are more important than price. 52.217-8, Option to Extend Services; The Contracting Officer may exercise the option by written notice to the Contractor within 30 days of the expiration date of the period of performance. 52.217-9, Option to Extend the Term of the Contract ; The Government may extend the term of this contract by written notice to the Contractor within 30 days of the expiration date of the performance period; The total duration of this contract, including the exercise of any options under this clause, shall not exceed five years. 52.233-2 -- Service of Protest; (a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the Government Accountability Office (GAO), shall be served on the Contracting Officer by obtaining written and dated acknowledgment of receipt from 10401 Fernwood Rd ste 2NE70, Bethesda MD 20892. (b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO. 18. N/A 19. In order to be considered for an award, an offeror must have completed the electronic Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in SAM at www.sam.gov prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the System for Award Management will make an offeror in eligible for award].
