- This is a combined synopsis/solicitation for online subscription access and is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. A written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-70 (effective 30 Sep 2013), Defense Federal Acquisition Regulation Supplement DPN 20131118 (Effective 18 Nov 2013), and Air Force FAR Supplement AFAC 2013 Baseline (Effective 27 Aug 2013) and CPM 13-C-03. This RFQ has the following contract line item numbers (CLINs): BASE YEAR: CLIN 0001: Association for Computing Machinery Membership Dues including Digital Library Core Publications Package; subscription period 1 January-31 December 2014. OPTION YEAR I CLIN 1001: Association for Computing Machinery Membership Dues including Digital Library Core Publications Package; subscription period 1 January-31 December 2015. OPTION YEAR II CLIN 2001: Association for Computing Machinery Membership Dues including Digital Library Core Publications Package; subscription period 1 January-31 December 2016. Interested vendors must quote all CLINS and provide a response to this solicitation by 10:00am EST, 24 Dec 2013. Award will be made to the lowest priced, technically acceptable quote. Payment terms: payment in advance authorized. The following clauses and provisions apply: FAR 52.204-13, 52.212-04, 52.212-05; DFARS 252.232-7003, 252.232-7006, 252.232-7010; and AFFARS 5352.223-9000. The Government may award without discussions.
