Description
This is a modification to an ad posted on June 14, 2013. The General Services Administration (GSA) seeks to lease the following space: State: Northern Virginia Delineated Area: North: Intersection of Route 267, Dulles Toll Road and Beulah Road to I-495 in the East South: Route 50 East: I-495 West: Beulah Road to Route 123 to Nutley Street (Route 243), to Route 29 where it meets Route 50 Approximate Sq. Ft. (ABOA): 44,551 contiguous Approximate Sq. Ft. (RSF): 48,561 contiguous Space Type: Office and related space Parking Spaces (Total): Local code required on-site parking spaces Full Term: 10 years Firm Term: 7 years Option Term: N/A Additional Requirements: - All offered space must be contiguous and in one building - Ongoing termination right required after year 7, with 6 months notice Subleases will not be considered. Not all minimum requirements are reflected in this advertisement. Offered space must meet Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100 year flood plain. The Government is considering whether to remain in its existing space at 2230 Gallows Road, Vienna, VA or to relocate to alternative space. The Government currently occupies 43,222 BRSF/ 39,653 ABOA, and the Government is seeking an expanded requirement for approximately 48,561 BRSF/ 44,551 ABOA. The Government will use the information it receives in response to this advertisement as a basis to develop a cost-benefit analysis and to determine whether to compete the lease requirement or pursue a sole source justification to remain and expand at its current location. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs associated with moving. These costs include, but are not limited to, physical move costs, replication of tenant improvements and telecommunications and security infrastructure, and non-productive agency downtime and the impact of a move on the agency's mission. The Government's decision regarding whether to relocate will be based, in part, on information received in response to this advertisement. In the event that a potential offeror fails to provide specific rental rate or other required information as part of its response to this advertisement, the Government reserves the right to assume that the building in question cannot meet the Government's requirements. Owners, brokers or agents may offer space for consideration. Any properties submitted by brokers or agents must be accompanied by written evidence that they are authorized by the ownership to exclusively represent the building offered. The General Services Administration (GSA) is using a tenant broker to represent the Government in this transaction. In no event shall a potential offeror enter into negotiations or discussions concerning a space to be leased with representatives of any federal agency other than the authorized offices and employees of the GSA or their authorized representative, CBRE, Inc. Expressions of interest should include the following information at a minimum: 1. Building name, address, and age; 2. Location of space in the building and date of availability; 3. Rentable square feet (RSF) offered and rate per RSF; 4. ANSI/BOMA office area/usable square feet (USF) and rental rate per USF, full service inclusive of a Tenant Improvement Allowance of $50.64/USF for alternative locations, and for the incumbent location $50.64/USF for the expansion space and $20.00/USF for the current space, all meeting GSA's standard building shell requirements; 5. Name, address, telephone number, and email address of authorized contact; 6. Scaled floor plans (as-built) identifying offered space. 7. Information on project and building ownership.
