- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-14-T-0015 is being issued as a request for quotation; however, the US Army Contracting Command-Redstone intends to issue a Firm Fixed Price sole source award to EaglePicher Technologies, LLC. Authority cited: Statutory Authority permitting other than full and open competition for this requirement is 10 U.S.C 2304(c)(l), as implemented by FAR 6.302-l(a)(2), quote mark Only one responsible source and no other supplies or services will satisfy agency requirements quote mark. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-65. This requirement consists of the following: 1. Qty 12- Thermal Battery, EAP-12217 2. Qty 24- Thermal Battery, EAP-12243 3. Qty 1- ATP-1386 Lot Sample Acceptance Testing These items will support the Army Tactical Missile System (ATACMS) program. Delivery is requested no later than 32 weeks after receipt of order. All items shall include shipping costs FOB Destination to White Sands Missile Range, NM. All quotes shall include delivery dates expressed in days or weeks from award date. Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Provision 52.212-1, Instructions to Offerors Commercial, and Provision 52.212-2, Evaluation of Commercial items apply to this requirement. The Government will award a purchase order, resulting from this solicitation, to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Clause 52.204-7, Offeror Representations and Certifications Commercial Items; clause 52.212-4, Contract, Term and Conditions-Commercial; clause 52.212-5, Contract Terms and Conditions Required to Imp l ement Statutes or Executive Orders-Commercial Items; clause 252.232-7003 Electronic Submission of Payment Requests and. I Receiving Reports; and clause 252.212-7001 Contract Terms and Conditions are applicable to this acquisition. Additional clauses may be included in the award if applicable. Payment will be made via Wide Area Workflow (WA WF) in accordance with DFARS clause 252.232-7003. Quotes are due no later than 11:00 am (CST), 10 December 2013, in the contracting office, Building 4500; Room 116, Redstone Arsenal, Alabama, 35898-5250. Oral communications are not acceptable in response to this notice. All responsible sources may submit a quote which shall be considered by the agency. In the event multiple quotes are received, the quotes will be evaluated on the basis of lowest price, technically acceptable. All quotes should also include a copy of your commercial pricelist or price support along with your cage code, Taxpayer Identification number, and DUNS number.
