ADDENDUM TO SPECIAL NOTICE ANNOUNCEMENT for Modular Handgun System (MHS) Industry Day OVERVIEW This announcement is an addendum/clarification to the 7 November 2013 announcement for the Project Manager Soldier Weapons (PM SW) Modular Handgun System (MHS) Industry Day on 18 December 2013 at The Homeland Defense Technology Center on Snakehill Road in Rockaway, New Jersey. The purpose of the industry day is to exchange information to improve Industry's understanding of the Government's MHS Program, and to increase Government knowledge of Industry capabilities. This event is for Government planning purposes only and constitutes a request for exchange of information pursuant to FAR 15.201. This announcement should not be construed as a Request for Proposal (RFP) or a commitment by the U.S. Government. The Government does not intend to award a contract on the basis of this Industry Day. The Government will NOT ACCEPT proposals at this time. Due to limited space and time, ONLY FIREARMS MANUFACTURERS WILL BE PERMITTED TO ATTEND. NOTE: The Government will not be responsible for any expenses incurred by a vendor's decision to participate in the MHS Industry Day. All travel and other associated costs are to be assumed by the interested vendor. CLARIFICATION: The one-on-one sessions will be conducted in private, with Government representatives and the respective vendor only. Non-firing demonstration of hardware will take place during this time only. Open displays (booths/public displays) of hardware will not be permitted. During the one-on-one sessions, in addition to Production Capacity/Capability, Modularity (enabler capabilities, i.e. Picatinny Rail, Suppressor), Reliability, Accuracy and Physical Characteristics, be prepared to discuss the number of systems per vendor for submission in response to a RFP, time needed for a detailed RFP response and general discussion regarding a modular handgun system. Topics NOT open for discussion between Government and Industry during this industry day are as follows: Any cartridge study being conducted by the Government. Cartridge specific topics may be open for discussion at the next Industry Day event. Specifics of MHS requirements. These details will be incorporated in the draft RFP which will be released at a later date. MHS enablers/accessories such as holsters, lights, laser aiming devices, etc. These items will be open for discussion at the next Industry Day event. Vendors will have the opportunity to submit written questions. The questions, and answers to all of the questions will be posted on Fedbizopps at a later date. Vendors will not be identified in the public announcement. REMINDER: If bringing hardware, vendors must provide make, model and serial number for each firearm. LIVE AMMUNITION WILL NOT BE PERMITTED. Foreign individuals will need to be pre-approved and comply with all instructions determined by the Army Contracting Command Foreign Disclosure Officer.
