- THIS IS A SOURCES SOUGHT NOTICE ONLY FOR 2014-2015 ASPHALT PATCHING AND CRACK SEALING, CHENA RIVER LAKES FLOOD CONTROL PROJECT, NORTH POLE, ALASKA. OFFER OR PROPOSALS WILL NOT BE ACCEPTED FOR THIS NOTICE. THIS IS NOT A PRE-SOLICITATION. The District of the U.S. Army Corps of Engineers, Alaska is conducting research prior to releasing a solicitation for 2014-2015 Asphalt Patching and Crack Sealing, Chena River Lakes Flood Control Project, North Pole, Alaska. DESCRIPTION OF WORK: The project is for the repair of the project road and bike path that are showing signs of wear, and require asphalt patching and crack sealing, followed by traffic stripping. About 20,000 linear feet of cracks require sealing and about 400 square feet of asphalt requires saw-cutting, removal, and replacement, to include the base material. Work shall be divided into base and options for both 2014 and 2015. The Chena River Lakes Flood Control Project is located 18 miles east of Fairbanks, Alaska, near the community of North Pole. The period of performance is between June 15 thru September 15, 2014 and June 15 thru September 15, 2015. The Contractor is to furnish all labor, equipment, supplies, materials, supervision and other items and services necessary to accomplish the work. The Davis Bacon Wage Rates will apply. Type of contract is firm-fixed price. The estimated award date is April 15, 2014. If the project is cancelled, all proposal preparation costs will be borne by the offeror. All offerors are advised that they must be registered in System for Award Management (SAM) www.sam.gov in order to receive an award. Joint ventures must also be registered in System for Award Management (SAM) www.sam.gov as a joint venture. We advise offerors to begin this process when they prepare their proposal in order to ensure registration is in place should they be selected for award. Contractor shall comply with commercial and industry standards, and all applicable federal, state, and local laws, regulations and procedures. The estimated magnitude of Construction is between $250,000 to $500,000. The intent of this Sources Sought is to research qualified small business firms with a primary North American Industrial Classification System (NAICS) code of 237310, which has a size standard of $33.5 million for a potential acquisition. The North American Industry Classification System (NAICS) code is 237310 and Highway, Street, and Bridge Construction will apply to this acquisition for prevailing wage considerations. The requirement for this submission of both performance and payment bonds, in a amount equivalent to 100% of the award price shall be applicable. Therefore, the successful small business firm shall have the capability to acquire such bonding.
