This is an amendment to the original synopsis posted on 6 September 2013. The purpose of this amendment is to add two additional ordering years to this procurement. This is a NON-LIVE BUY. NAICS Code applicable to this requirement is 336413. The Government intends to modify contract SPE4AX-12-D-9005 to add the following items: Noun: Swash plate; NSN: 1615-01-275-2165, Part Number: 406-010-401-111; Applicable to the OH-58 Kiowa. Estimated BEQ quantity is 10 EA. Period of performance is February 2014 - February 2017. This item is restricted to Bell Helicopter Textron, Cage Code 97499. The rights to use the data needed to purchase this part from additional source(s) are not owned by the Government. Noun: Housing; NSN: 3040-01-338-5386, Part Number: 406-040-056-105; Applicable to the OH-58 Kiowa. Estimated BEQ quantity is 35 EA. Period of performance is February 2014 - February 2017. This item is restricted to Bell Helicopter Textron, Cage Code 97499. The rights to use the data needed to purchase this part from additional source(s) are not owned by the Government. All offerors must meet prequalification requirements in order to be eligible for award. Firms that recognize and can produce the required item described above are encouraged to identify themselves. Firms are encouraged to seek source approval in order to compete for future solicitations by accessing the website www.redstone.army.mil/cmo/ and looking under Standardized Aviation and Missile Source Approval Request SAMSAR. All responsible sources may submit an offer, which shall be considered by the Agency. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release for solicitation; however, the solicitation will not close prior to the date stated above. Foreign Firms are reminded that all requests for solicitation must be processed through their respective embassies. Distribution Code D - This acquisition contains technical data whose export is restricted by the Arms Export Control Act (Title 50, USC., APP 2401-2402) Executive Order 121470. This information cannot be released outside the United States without prior approval of the Government. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
