- U.S. Army Corps of Engineers, Portland District, Contracting Division, 333 SW First Ave, Portland OR 97204-3495 intends to negotiate a sole source contract with Propulsion Systems, Inc. (PSI) for manufacture of a propulsion shaft, hub and associated parts for the Dredge MS Essayons propulsion system. The Dredge MS Essayons was manufactured in 1983, PSI was the designer and OEM for the Shaft and Hub. The design for the shaft has been improved once an accepted for use by USACE MDC, other associated parts have not been changed. PSI affirmed that the design of the original propulsion system is proprietary, and is not available for use in a competitive acquisition. This sole source action is in accordance with the statutory authority of 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any firm that believes it can meet these requirements may give written notification to the Contracting Officer for consideration. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements. Responses are due by December 6, 2013 at 12:00 PM PST. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
