- IMPORTANT NOTE: This requirement began in FY13 under solicitation number W9113M-13-R-0005. Due to crossing into fiscal year 14, the actual solicitation and all future postings related to this requirement will be posted under solicitation number W9113M-14-R-0004. This is a presolicitation synopsis for the below stated requirements. In support of and on behalf of the United States Army Garrison-Kwajalein Atoll (USAG-KA)/Reagan Test Site (RTS), the Army Contracting Command-Redstone requires Security and Access Control Support. The Government contemplates the award of a single award hybrid Firm-Fixed-Price (FFP)and Cost-Plus-Fixed-Fee (CPFF) arrangement. The updated solicitation number for this requirement is W9113M-14-R-0004. A period for site visit at no cost to the Government was posted on 4 June 2013 via a special notice on FedBizOpps. The contractor shall perform the required functions of the Performance Work Statement to include physical security, access control, and assistance to the Provost Marshal Office. The contractor shall not perform functions that are inherently governmental. This effort will be conducted as a set-aside for 8(a) firms under FAR Part 19. The respective NAICS for this effort is 561612, with a small business size standard of $19M in average annual receipts. The estimated release date for the Request for Proposal (RFP) solicitation is on or about 25 October 2013 (note that this date is for planning purposes only, and is subject to change). The closing date/date for receipt of offers will be specified on the final RFP. The timeline stated in this notice or on this website is not binding against the Government. All contractors who provide goods/services to DoD must be registered in the System for Award Management (SAM).
