- NASA/GSFC has a requirement for an echelle grating spectrometerr. The Catalina Scientific echelle grating spectrometer covers the spectral range from 310 to 900nm. The Catalina Scientific echelle grating spectrometer is intended to be used as a high resolution laboratory calibrating instrument with resolving power between 10,000 and 60,000 and as a field instrument for use at the NASA/GSFC, requiring small size and weight. The Catalina EMU-120/65 spectometer incorporates low cost user interchangeable grating cassettes that provide a range of spectral resolving powers ranging from 7,000 to over 60,000. This capability permits a wider variety of applications. The Catalina EMU-120/65 spectrometer uniquely has user interchangeable aperature stops that vary the light throughput. This interchangeable aperature stop gives the capability to observe different light sources ranging from laboratory spectral lamps to observing the extremely bright sun and much dimmer scatterd light from the sky. This capability is crucial for NASA/GSFCs intended research program that requires operating over a wide range of light intensities. The Catalina EMU-120/65 Echelle spectrometer has the lowest amount of stray light of any of the commercially available echelle grating spectrometers. Low stray light is essential for the observation and analysis of the spectral features of the atmosphere, using sunlight as a light source because of the large differences in intensity over the spectral range from 300 to 900 nm (UV to near infrared). The EMU-120/65 including the camera weighs less than 15 pounds, which is essential for NASA/GSFCs intended application as a portable instrument for use in the laboratory and in field operations. <p> Caltalina Scientific is the only vendor that has the characteristics described above, has interchangeable upgrades, and is low weight. <p> Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Friday November 22, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. <p> A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. <p> Oral communications are not acceptable in response to this notice. <p> The Government intends to acquire a commcerical item using FAR PART 12. <p> All responsible sources may submit an offer which shall be considered by the agency. <p> NASA Clause 1852.215-84, Ombudsman, is applicable.
