- The Naval Surface Warfare Center Panama City Division intends to award a sole source firm fixed price purchase order to one (1) contractor to verify 15 calibration standards for the Gas Analysis Facility (GAF) at NSWC PCD. Verification of the gas standards must be conducted by a NAVSEA Laboratory Quality Accreditation Office (LQAO). Therefore competition will be limited to Battelle Memorial Institute, 505 King Avenue, Columbus, OH or General Dynamic Electric Boat, 75 Eastern Point Road, Groton, CT. Competition is limited for the following reasons. The NSWC PCD GAF performs a variety of chemical analyses using various automated chemical analysis equipment. The GAF supports a broad range of development and Fleet Support activities including Deep Submergence System (DSS) test and analysis for systems assigned by NAVSEA and other Navy Program Offices. To perform DSS testing and analysis, the GAF must be accredited by the NAVSEA Laboratory Quality Accreditation Office (LQAO). Battelle Memorial Institute and General Dynamic Electric Boat are the only companies that can provide the gas standard verification testing. They are the only companies that have been certified as an LQAO as required by the NAVSEA 07Q4 Acceptance and Surveillance Program for P-9290 Gas Analysis and Non-metallic material off-gas testing. This accreditation is designed to ensure that DSS laboratories meet the requirements of NAVSEA SS800-AG-MAN-010/P-9290, Systems Certification Procedures and Criteria Manual for Deep Submergence Systems, NAVSEA Instruction 3900.11, and ISO/IEC 17025:2005.
