Description
This is a follow-up announcement to previously posted SPECIAL NOTICE M67854-13-R-0505. The Marine Corps Systems Command (MARCORSYSCOM) intends to negotiate a contract, on a sole source basis, with Xtreme Alternative Defense Systems (XADS) LTD, 1508 E 7th ST Anderson, IN 46012. The resultant contract will provide design, development, and production services to modify up to eight (8) existing Tarantula Counter Improvised Explosive Device (CIED) systems along with associated replacement components and technical support. The Tarantula CIED system utilizes a vehicle mounted generator to develop an electrical discharge to initiate or neutralize buried IEDs. This contract action will correct system deficiencies and provide system enhancements to two (2) existing prototype systems for performance testing. Pending successful test results, the contract will be structured with options so that up to six (6) additional systems may be modified to support user assessments. Firm-fixed priced (FFP) type CLINs will be used to procure the incorporation of design modifications and to conduct component reliability tests of the modified high voltage modules. FFP Option CLINs will be used to procure the remaining support. The proposed acquisition is intended to result in a noncompetitive contract award to XADS pursuant to 10 USC 2304 (c)(1) as implemented by the Federal Acquisition Regulations (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. XADS is the original equipment manufacturer (OEM) of the Marine Corps' Tarantula CIED units which the Marine Corps intends to modify through this contracting action. The Marine Corps has made an initial assessment which indicates that competing sources could not meet the requirements to modify the existing Tarantula units without the Government incurring a substantial duplication of costs not expected to be recovered through competition and an unacceptable delay in completion of the modifications because of XADS' unique OEM source experience and reservation of intellectual property rights with respect to the designs of the existing Tarantula units and subsystems. This notice of intent is not a request for competitive proposals. Responsible sources may submit a capability statement which will be considered by the Government.
