- NASA/GSFC has a requirement for Qty: 1 Thermal Chamber. NASA/GSFC intends to purchase the items from ESPEC North America, Inc. pursuant to FAR 13.106 for the acquisition of supplies or services determined to be reasonably available from only one source. ESPEC is the only vendor that produces a product that can be operated remotely and networked with other ESPEC thermal chambers that are currently in use at NASA Wallops Flight Facility. They are also the only vendor that can provide a unit that operates with non-CFC refrigerant and meets all of the required technical specifications. The purchase of this unit will ensure consistent test results and ease of operations since our engineers and maintenance personnel possess the technical expertise to properly operate and maintain/repair these. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to ngross@nasa.gov not later than 4:30 p.m. local time on November 20, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
