- ********CONTACT MARY BRINKLEY(ARCS) ONLY TO SUBMIT QUOTES OR SUBMIT QUESTIONS REGARDING THIS SOLICITATION ********This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for the purchase, installation and training of a Selective Laser Melting System per the attached specification requirements. This procurement will be Full and Open Competition. All responsible sources may submit an offer which shall be considered by the agency. However, any award from this RFQ will require the potential vendor to be certified within the Online System for Award Management (SAM) prior to award. Delivery to Marshall Space Flight Center, Huntsville, Alabama shall be as stated in the attached specifications. Delivery shall be FOB Destination to 35812. Contents of this package include: 1.) Combined Synposis/Solicitation: pages 1-5 2.) Contract Clauses/Terms and Conditions: pages 6-17 3.) Selective Laser Melting System Requirements: pages J-1-1 - J-1-2 4.) Data Procurement Document (DPD): pages J-2-1 - J-2-17 5.) Solicitation Provisions: pages B1 - B23 Offerors shall provide the information required by FAR 52.212-1 (JUL 2013), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall list the country of origin. FAR 52.212-4 (SEPT 2013), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (SEPT 2013), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference:See applicable solicitation/contract clauses attached to this solicitation. Please note the following provisions provided in 5.) Solicitation Provisions pages B1-B23 which have fill-in information shall be completed by the vendor and submitted with offer: 52.209-7, 52.212-3, 52.225-18 and 1852.209-75. The FAR may be obtained via the Internet at URL: http://www.acquisition.gov/far/index.html The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm Selection and award will be made to the lowest priced, technically acceptable offeror. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Potential offerors will be responsible for downloading their own copy of this combination synposis/solicitation and amendments (if any). NASA Clause 1852.215-84 (NOV 2011), Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. It is the offeror's responsibility to monitor the following Internet site for the release of solicitation amendments (if any):http://propd.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=62. Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any). All contractual and technical questions must be in writing (e-mail or fax) to Mary Brinkley/ARCS at mary.m.brinkley@nasa.gov or fax to (256) 961-9604 no later November 14, 2013 by 12:p.m. CST. All questions with answers shall be posted on or before November 18, 2013 by 12 p.m. CST. Telephone questions shall not be accepted. Offers for the system shall include: solicitation number, delivery schedule per the specifications, discount/payment terms, warranty duration (if applicable), identification of any special commercial terms and be signed by an authorized company representative.
