Description

Special Notice Sole Source Award Notification The Veterans Health Administration (VHA) awarded a Sole Source contract to Milliman, Inc to furnish the following: actuarial consulting, analyses and modeling services. The North American Industry Classification System (NAICS) code for this requirement is 541611. This purchase was made under Federal Supply Schedules (FAR) Part 8.4. In accordance with Federal Acquisition Regulation (FAR) 8.405-6 (a) (1) (i) (B) only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Based on the technical complexity of the VA Enrollee Health Care Projection Model (EHCPM), the limited timeframe for development of 2014 EHCPM, and mission criticality, a new contractor cannot reasonably be expected to begin work in October 2013 and deliver the 2014 EHCPM to the VHA Office of Finance by the mission critical date of April 1, 2014.
