- The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), San Juan, Puerto Rico has a requirement to provide complete preventive and corrective maintenance services to LIEBERT Uninterruptible Power Supply (UPS) system which is currently in use at the VACHS. Phase LIEBERT Uninterruptible Power Supply (UPS) system, the vendor must provide testing, cleaning adjusting, repairing and replacing of all components as necessary, to keep the system in operation and reliable conditions. Furnish all tools, test instruments cleaning materials to perform the service. The Government intends to negotiate a commercial, firm-fixed-priced contract on a sole source basis with Technical Power Services, as permitted by the authority of Federal Acquisition Regulation (FAR) 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". This procurement action will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. The anticipated award date is no later than October 31, 2013. Should there be other interested and capable contractors, please submit your expressions of interest to include documentation of company capabilities in sufficient detail for the Government to determine that your company possesses the necessary Certification and/or authorize dealer documentation, exclusivity rights, expertise and experience to compete for this acquisition. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination by the Contracting Officer not to compete this action is solely within the discretion of the Government. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation package is available at this time. No request for proposals will be issued. As mentioned above, a determination by the Contracting Officer not to compete this action based on responses to this notice is solely within the discretion of the Government. This is a notice of intent announcement. No evaluation letters will be issued to participants. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded from this announcement. Due date for submission of company capabilities, is Tuesday October 7, 2013 by 12:00 PM, Puerto Rico (local time). Information will only be accepted in writing by e-mail.
