- Description
- The Naval Air Warfare Center Weapons Division (NAWCWD) intends to procure and award on an other than full and open competition basis in accordance with FAR 6.302-1, a firm fixed price contract with Raytheon Company of Tucson for five (5) each Front End Assemblies, P/N 2220900. The part is an aluminum alloy subassembly for use in a cruise missile. These 5 units are to be used for testing purposes. The procurement is to manufacture and deliver five (5) each Front End Assemblies, P/N 2220900. This item was designed and developed by Raytheon and only a Developmental Drawing package exists. Due to design immaturity, the drawing package for the Front End Assembly, P/N 2220900 lacks the detailed information regarding tooling, manufacturing processes, materials, components, and tolerances required for competition. Testing for these units is required in order to verify the design. Only Raytheon has the unique capability and expertise needed to correct issues identified during testing and to implement any design changes that may be required prior to finalizing the documentation. Solicitation N68936-13-R-0076 to be issued and posted on the FEDBIZOPPS website at http://www.fbo.gov/ on or about 21 October 2013. Estimated award date is 15 January 2014. The Government will provide the drawing required for proposal purposes to registered offerors on the Federal Business Opportunities (FBO) website, www.fbo.gov, Non-FBO Secure link. Access is controlled by the System Award Management (SAM) database at the following website: https://www.sam.gov. Delivery requirements shall be F.O.B. Destination China Lake, CA by 1 June 2014. All responsible sources may submit a written proposal which shall be considered by the Agency. This notice is not a request for competitive proposals; however, any firm believing they can fulfill the requirement may submit a written response which shall be considered by the Agency. The written response shall reference solicitation number N68936-13-R-0076 and clearly show the firms capability, background, experience, and assets necessary to meet the requirement without compromising the quality, accuracy, reliability, and delivery of the product and without substantial duplication of cost to the Government.
