- THIS IS A PRE-SOLICITATIONNOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This pre-solicitation notice is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This pre-solicitation notice does not commit the Government to contract for any supply or service whatsoever. Further, the United States Army Corps of Engineers, Seattle District (USACE) is not at this time seeking proposals, and will not accept unsolicited proposals. It is the responsibility of the interested parties to monitor the Army Single Face to Industry (ASFI) and Federal Business Opportunities (FBO) websites for additional information pertaining to this pre-solicitation notice. 1.0Pre-Solicitation Notice Objective: This pre-solicitation notice seeks to obtain information from interested parties, including the contractor community, about potential contractors who can provide the required services needed for the replacement of tainter type spillway gates. The contractor will be responsible for replacing existing tainter type gates at the project location. This work will include the removal of existing gates and the installation of new gates that are currently being fabricated through a separate contract action. All work is to be performed in accordance with the Performance Work Statement (PWS). A draft copy of the PWS and Technical Exhibits are provided for reference. Project location is the Lake Washington Ship Canal, Seattle, Washington. 2.0Instructions for Pre-Solicitation Notice Responses: Interested contractors must submit their information electronically to the e-mail address below: US Army Corps of Engineers, Contracting Division ATTN: Jason G. Herrera EMAIL: jason.g.herrera@usace.army.mil Not responding to this pre-solicitation notice does not preclude participation in any future RFQ. If a solicitation is released, it will be issued via the ASFI and FBO websites. Participation in this effort is strictly voluntary. All costs associated with responding to this pre-solicitation notice will be solely at the interested respondent's expense. Please be advised that all submissions become Government property and will not be returned. The objective of this pre-solicitation notice is to allow industry the opportunity to provide notice to the Government of their interest to participate as well as to provide comments to the USACE draft PWS. 2.1Pre-Solicitation Notice Response Due Date: The USACE will only entertain written communication; no verbal communication will be accepted. GENERAL: This is a non-personnel services contract to provide replacement of six tainter gates at the Lake Washington Ship Canal. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform replacement of six tainter gates at the Lake Washington Ship Canal as defined in this Performance Work Statement.. 1.2 Background: The existing tainter gates are original equipment. At almost 100 years old, they are leaking and beyond further repair. USACE has previously awarded a contract for fabrication of new gates to be installed under this contract.
