Description
The rationale for using this fixed-price 8 (a) sole source procurement action was according to Federal Acquisition Regulation (FAR) 19.808-1 Sole Source, under the 8(a) program. The contract action was not competitive procured, however, is considered fixed-price. The Contract is awarded pursuant by the SBA's section 8(a) program. DESCRIPTION OF WORK: PROJECT A: FUEL SYSTEM ICING INHIBITOR (FSII) INJECTION TANK SYSTEM This project is to be implemented as a design/build project. Work identified in this RFP is to be performed on the existing FSII (Fuel System Icing Inhibitor) injection tank system, associated with the demolished old Fuel Farm System, located at MCAS, Miramar, CA. The FSII site is on Miramar Way just west of previously existing Fuel Farm B and Obregon Ave. This equipment is no longer needed as the construction of a new fuel farm on Miramar and a newly constructed FSII capability on the local Kinder Morgan fuel distribution site has been completed. Relocation of the system was originally an option on Project P125 but was not included in the project. The new scope entails the demolition, disposal, and closure related to the FSII station, a Pigging station, Oil Water Separator, piping and removal of contaminated soil. Some piping shall be abandoned in place as described in the Scope of Work below. There is a minimal amount of equipment relocation with details provided later. The FSII Tank is located on an identified Installation Restoration (IR) site identified as Site 1B. Therefore, a minimal amount of soil must be removed and disposed at a CERCLA approved landfill due to the IR site designation. The contractor shall enlist the services of an environmental subcontractor knowledgeable in all local, state and federal requirements for this project. PROJECT B: FIXED WING INLINE FUELING HYDRANT (LOCATED SOUTH OF THE AIRCRAFT PARKING APRON) This project is to be implemented as a design/build project. Work identified in this RFP is to be performed on the Fixed Wing Inline Fueling Hydrant located south of the aircraft parking apron, located at MCAS, Miramar, CA. A full set of design drawings will be required to document work performed and before and after conditions. A new AST jp-5 distribution system has been constructed that replaced the old UST system. Inline Hydrant Fueling pits are located south of hangars 1 and 2 and south of the aircraft parking apron on the flightline. This project will remove all of the above ground hydrant equipment for pits 1-4 (9387, 9388, 9389, and 9390). All items including, but not limited to, hydrant piping, filters, filter separators, electrical infrastructure, and all other components and fixtures shall be demolished and disposed. No below grade fuel piping shall be removed. Underground pipe shall be internally inerted, capped/welded below concrete, and left in place upon equipment removal. There will be minimal concrete removal.
