- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-69. This combined synopsis/solicitation is set-aside 100% for small business. North American Industrial Classification Standard 336413 applies to this solicitation; business size standard is 1000 employees. The South Dakota Air National Guard is soliciting quotes for a brand name or equal requirement for F16 Fuel Tank Pylon Covers manufactured by Geza Gear or equal. The Government intends to issue a firm fixed priced contract without discussions with respective offerers for the items listed below; however, the Government reserves the right to conduct discussions if deemed to be in the best interest of the Government. CLIN 0001: Quantity 48 ea, External Fuel Tank Pylon Covers for 370 Gallon F16 Wing Tanks, Mfr: Geza Gear, PN: G3, which meet the following salient characteristics: * Rated for extreme environmental conditions to include high winds and extreme cold and heat. * Made to custom fit the pylons from materials that won't become brittle and crack or tear. * Ability to expel moisture to prevent condensation build-up, mildew and corrosive effects to pylon parts. * Designed to protect against potential nesting areas for animals. * Ability to prevent static electricity build-up due to the use of jet fuel. * Chemically resistant to oil and jet fuel. * Extended serviceability to include a lifetime warranty for the stitching and seems and a minimum 15 year warranty on materials (Offerors must include warranty information to address the above at a minimum). * Fast and easy installation and ease of stowing for one person. * Machine washable. Pictures and general measurements are available upon request. No drawings are available. Vendors are responsible for contacting the manufacturer of the F-16 Fuel Tanks for specific size information. A working prototype, approved by the Government, may be required prior to full production. Offerors shall provide the unit price for the new Fuel Tank Pylon Covers inclusive of shipping costs (FOB Destination) to be delivered FOB Destination within 90 days ADC to the South Dakota Air National Guard, 1201 West Algonquin St, Sioux Falls, SD 57104-0264. Delivery within 60 days is preferred. Offer evaluation will be based on past performance, technical and price related factors. Past performance and technical factors, when combined, are slightly more important than price. Offerors must provide two or more past performance references for awards within the past two years that are of similar scope and sufficient information with their quote to allow the Government to fully ascertain the technical qualifications of the items they are quoting. The offered items best meeting the Government's requirement will be selected.
