- SOURCES SOUGHT NOTICE This is both a Sources Sought and Verification of a Pending Notice of Intent to Sole Source. Department of Navy, US Marine Corps, Blount Island Command (BIC), Jacksonville, Florida is hereby seeking interested and capable sources that can perform all of the MS-Project Administrative Support and Project Consultative Services listed herein before pursuing with intent to sole source to the original source of these services, University of Northern Florida: 1. Provide review and analysis of the day-to-day use of MS Project and Project Web Application (PWA) services. This includes the following: 2. Recommendations on project management scheduling, to include elements of Earned Value Management (EVM), lead-lag indicators, etc. 3. Recommendations on resource application with regard to production and quality for both government and contracted services. 4. Recommendations on changes to improve MS Project systems optimization. 5. Recommendations on presentation of project data. 6. Recommendations on solutions approach, assumptions, detailed estimates and project/program plans. 7. Provide training and education on system updates, in order to provide state of the art enterprise wide utility of MS Project Professional and PWA applications. 8. Consult with business systems manager/administrator to define needs and a rollout strategy, in order to incorporate newly developed business strategies into program management and MS Project systems architecture. The North American Industry Classification Standard (NAICS) for this requirement is 541611, Administrative Management and general Management Consulting Services. The small business size standard is $14.0 M. It is requested that all companies who are interested in providing these services provide a capability statement of their competencies to perform these services, having the required personnel to perform these services with a start date on or about 16 Sep 2013, previous past performance history in providing similar services in support of Department of Defense organizations with a mission focus in logistics and with large complex Department of Defense logistical programs and organizations. Capability and Interest statements coupled with past performance history of providing similar services during the last five (5) years is to be provided. Past performance history is to include the specifics of similar contract work, including the contract number, total contract value, points of contact information, and period of performance. Additionally, the Government is requesting a proposed execution plan on how these services can be accomplished without any disruption in services due to the commerciality of these services. The Government hereby through this sources sought notice wishes to determine the availability of firms that can provide these types of services, have similar past performance services and believe that their past history and experience will not be a detriment to accomplish these services for the Government NLT 23 August 2013. The package should include Company profile, number of employees, office location(s), DUNS number, CAGE code, relevant past performance and experience, and a statement regarding business designation and status. Based upon the resultant contract requirements described herein, the Government hereby solicits interest and unequivocal statements from industry to verify whether or not only the University of Northern Florida can provide these services. The Government is also requesting information on whether these services can be performed online or onsite and how best firms have performed these services in the past. Any and all information that describes a firm's ability to perform these services is to be provided. The Government reserves the right to consider 8(a) firms, HubZone, women-owned, and/or service-disabled veteran-owned small business concerns on a sole source or set-aside basis as a result of the availability, interest, and capability of firms submitted statements in response to this notice. The total estimated value of these services will exceed the simplified acquisition threshold. This effort will not be reserved but requires registration in System for Award Management registration (SAM). "THIS SOURCES SOUGHT IS NOT A REQUEST FOR QUOTES". The purpose of this sources sought is to identify qualified business sources. As stipulated in FAR 1 5.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The sources sought Notice is not to be construed as a commitment by the Government, nor will the Government pay for information submitted in response. Respondents will not be notified of the results of any Government assessments. The information will be used to assist with acquisition planning for future requirements.
