Description
The Library of Congress intends 4to award a sole source Firm-Fixed Price Contract to Stokes Imaging Inc. to Modify the existing Stokes Imaging scanning system in the following ways: Task 1: In order to take advantage of the fact that multiple frames can be scanned at the same time, the transport mechanism needs to be fine tuned to enable the exact number of frames to be moved at precise movement intervals. The precise movement distance needs to be repeatable within plus or minus a few hundredths of an inch in two dimensions; both along the length of the travel of the paper as well as side to side. Task 2: The distance of the advance of the paper between scans also needs to be adjustable as the distance between paper print frames is not standard. Task 3: Make the necessary changes to the control software's interface to simplify the entry of the proper settings so that the movement advance can be tested and then applied on a scene by scene basis within each roll. Task 4: Once the paper is advanced, the scanner file that contains up to 4 frames must be disassembled into each of the individual frames, stabilized relative to each other, renumbered consecutively, and then saved as separate new files. This is required in order for the new files to be ready for processing by additional film image processing software (e.g. Adobe AfterEffects, MTI Correct DRS, etc.) so that the final images can be restored and are of the proper file type ready to be written back out to film using the Library's ARRI digital film recorder. The software should be flexible enough to allow for a different number of frames (for example 3 or 7 frames per scan) to be recorded and then disassembled by changing settings or the software operating parameters. Task 5: The computer that operates the Stokes scanning system must be upgraded to include a 64-bit operating system and at least 1 more available enhanced PCI slot in order to enable the installation of a fiber optic network card (the fiber network card shall be included), so that it can see and write the files to the Library's existing DVS SAN system. The monitor needs to be upgraded in order to be able to present 2K images pixel per pixel for quality analysis. A full 2K (minimum of 2560 pixels by 1600 pixels) capable monitor is required. The scanner hardware modifications must be installed on site at the Library of Congress Packard Campus for Audio-Visual Conservation. If parts that are currently at the Packard Campus need to be modified in order to provide the final solution, the vendor will work with PCAVC digital film staff in order to identify the part(s) and arrange for their removal and shipment to the vendor's facility. Market research was previously conducted and it has been determined this is a sole source requirement under FAR6.302-1. This is not a request for competitive proposals. All interested sources must respond in writing with clear and convincing evidence to support their ability to provide a timely and effective services with (10) days of this publication. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.
