Description
Description The National Cancer Institute (NCI), Cancer Center Research (CCR), Genetics Branch (GB) plans to procure on a sole source basis the brand name Leica eSlide Manager and Device and TMALabs server and image analysis system and software from Leica Biosystems Imaging, Inc., 1360 Park Center Drive, Vista, CA 92081. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. Delivery Date: 45 days from date of award. The Transcription Regulation Section (TRS), Genetics Branch (GB), of the Center for Cancer Research (CCR) is in need of a high capacity image storage and retrieval system for assessment of patient pathological specimens. The GB has identified the following salient characteristics of the system as required to meet the mission: • Complete and integrated solution for Digital Pathology, that includes the following key system aspects: - Slide scanning device - Fully-integrated (e.g. -- images files can be transferred between applications without the need for file conversion) image viewing software - Fully integrated image and database management software - Fully integrated image Analysis capability - Digital immunohistochemistry solutions - An open platform for integration to existing LIS or lab workflow infrastructure • Brightfield Scanning System Requirements - The scanning device must be based on line scanning technology. - must offer a range of scanning devices (all based on line scanning technology) that accommodate various applications, and various throughput requirements. - must be fully licensed or own the intellectual property to offer both line-scanning and tiling image acquisition technology. - must not utilize Bayer Mask color interpolation. - must automatically ‘self-calibrate' for each slide scanned without manual intervention. - should be easily operable and enable scanning to be initiated and halted by pushing a single button. - should be capable of creating digital slides with an actual (optical) resolution of.5 microns / pixel (equivalent to 20X objective magnification) and.25 microns / pixel (40X objective). - should provide scanning time less than 2 minutes a slide for a 15mm x 15mm area from scan start to digital slide displayed. - must offer a scanner with multi-slide or batch slide handling capability of up to 100 slides at a time. - If a multi-slide handling scanner is offered the scanner should use industry standard slide racks that offer convenient loading of no less than 15 slides at a time. - must provide ‘high resolution' brightfield scanning options with magnification of up to 100x (0.14 μm/pixel). - must be capable of supporting ICC standards for color correction. - must be developed under FDA Quality System Regulations (QSR) - should provide a focus map that details topological variations that will allow a high probability of first-pass success and easy tracking of focus errors. - System must deliver a first time scan success rate of at least 95% for standard anatomical pathology. • Vendor Support for whole slide imaging: - Application Consultation & support for FL imaging is local to DC area along with successful Digital Pathology implementations throughout NIH/ NCI/ NIEHS - The vendor must offer a single support number to cover all aspects of the system - The vendor must have an established and fully-staffed customer support team offering at least twelve hours of daily support availability. - The vendor must have a proven track record of expertise and success in designing, implementing, and supporting Digital Pathology systems, with no less than 600 actual customer installs - The vendor must have ISO-certification. The Leica brand eSlide Manager and Device and TMALabs server and image analysis system and software is a proprietary digital analysis system that is the only source that meets the needs of the CCR GB. The system provides Positive Pixel Count, Nuclear and Membrane Analysis, Color Deconvolution, Colocalization Algorithm, Micromet for Rare Event Detection, Genie Histology pattern recognition software, Numerous different Fluorescence Application algorithms TMA Lab II for Tissue Micro Array analysis, Image Pro Interface, and Image Analysis options includes most common and best in class algorithms for BF & FL offered. Also, the eSlide Pathology System is currently being used in collaboration with Laboratory Pathology, CCR and the Translational Pathology Division at University of North Carolina Chapel Hill which offers a proprietary system for the analysis of tissue microarrays (TMA). This system has amassed 30 terabyte digital image data source and database of breast cancer patients containing immuno-histochemical assessment for a variety breast cancer biomarkers from diverse national and international cohorts and to purchase another high capacity image storage and retrieval system for assessment of patient pathological specimens from another contractor would result in delays to the work already in process and duplication of costs already incurred. The NCI knows of no other vendor which provides the availability and compatibility with the tissue microarray imaging suite, so the current patient data base and patient sample quantitation would not be compatible or even accessible with products from other vendors. To purchase another high capacity image storage and retrieval system for assessment of patient pathological specimens from another contractor would result in delays to the work already in process and duplication of costs already incurred. There is a need to maintain continuity with the current image and digital database management system. Leica is the only source known to NCI which can provide the eSlide Manager and Device and TMALabs server and image analysis system and software. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, especially small businesses, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. The capability statement must be received at the NCI Office of Acquisitions on or before 11:00 AM EST on August 29, 2013. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
