- This contract action was accomplished using other than competitive procedures because there is an unusual and compelling urgency and a delay in award would result in serious injury, financial or other, to the Government (FAR 6.302-2). See posted J&A for further information. This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2). The US Army, Army Contracting Command-New Jersey issued a Cost Plus Fixed Fee and Cost Reimbursement (no fee) Letter Contract in the form of a new contract with an anticipated ceiling price of $8,588,035.36 with EDC Consulting LLC in order to procure system integrator services for the Integrated Personnel and Pay System - Army (IPPS-A).
