Description
The Federal Railroad Administration (FRA) intends to award a sole source task order under the authority of FAR Part 16.505(b)(2)(iii) for Booz Allen Hamilton to provide expert programmatic support for the High Speed Intercity Passenger Rail (HSIPR) program. The contractor is intrinsically involved in a number of very important and high profile matters. In supporting the FRA's efforts in designing and administering grant agreements involving the procurement of rolling stock, a request for proposal for locomotives was issued on August 8, 2013 with offers due on October 3, 2013. Given the high level of involvement of the contractor in the entire equipment design and procurement process, introducing a new firm even with a minimal learning curve would be a significant detriment to the timely and efficient handling of the effort. It is critical that the contractor have the ability to answer questions timely, aid in the evaluation of proposals and advise FRA leadership. The contractor is actively involved in the process of implementing a new state supported train costing methodology (which will carry into the start-up of high speed train routes) between Amtrak and the states. The active contractor personnel involved not only have a current understanding of the challenges of this process but also possess a historical perspective as well with experience developed prior to the current efforts. Signed state contracts are due mid-October 2013, greatly limiting a new organization's ability to get up to speed in a timely manner. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541330. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. Parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email ONLY as a MS Word or Adobe PDF attachment to corey.scott@dot.gov by the notice closing date.
