- This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The statutory authority for this sole-source procurement is Federal Acquisition Regulation (FAR) 13.106-4(b)(1). The Mission & Installation Contracting Command - Fort Sam Houston (MICC-FSH), intends to award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract to JW Marriott, 5150 Westheimer Road, Houston, TX 77056. Once awarded, a copy of the approved Justification and Approval document will be posted on FedBizOpps. The MICC-FSH has a requirement to procure lodging, conference space, meals and dry cleaning services on short notice within 4 to 8 hours of notification by the Government. The hotels must be located within 3-5 miles of the Houston Galleria area. Market research determined that out of the many hotels in the Houston Galleria area which could meet the Government's requirements, only one vendor, J.W. Marriott Houston, is willing to commit to providing hotel rooms for this event without the Government providing the specific dates in which the event will occur. J.W. Marriott Houston has committed to providing forty-five (45) rooms and the additional services required (meals, conference space, dry cleaning) within 4 to 8 hours of notification by the Government for a six (6) to ten (10) day period. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received by Friday, 26 August 2013 at 2:00 p.m. CST. Interested parties may identify their interest and capability to respond to this requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. MICC - Fort Sam Houston will not be responsible for any costs incurred by interested parties in responding to this notice.
