- I. Introduction A. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. B. This combined synopsis/solicitation numbered W56HZV-13-R-A112 is issued as a Request For Proposal (RFP). C. Posting Date: 24 July 2013 D. Response Date: 28 Aug 2013, 12:00PM EST E. Contracting Office: Army Contracting Command-Warren (ACC-WRN) 6501 E. Eleven Mile, Warren, MI 48397. F. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-68. G. The NAICS code applicable to this acquisition is 541611. Offeror must be certified under this NAICS prior to receiving an award. H. This effort is being set-aside for 100% small business concerns. I. This combined synopsis/solicitation contains clauses and provisions requiring a fill-in or representation. Offeror shall submit a copy of this Combined Synopsis Solicitation with their quote and respond to these clauses and provisions accordingly. A failure to complete these fill-ins may cause your offer to be determined ineligible for award. J. Basis for award: In accordance with Clause 52.209 4011, Award will be made based on price alone provided that all the requirements of the solicitation are met and the offeror is deemed responsible based on the criteria at FAR 9.104. A breakout of hours, labor rates, and labor categories shall be submitted with the proposal to support pricing. II. General A. This acquisition is unrated under the Defense Priorities and Allocations System (DPAS). B. Proposals must be received by ACC-WRN no later than 12:00PM EST, 28 Aug 2013. Please see the attachments for details. SUBMISSION OF QUOTES All quotes must be emailed to Vicki.l.misiak.civ@mail.mil no later than the closing date established above. Do not submit quotations through the Army Single Face to Industry's Bid Response System. QUESTIONS AND ANSWERS Questions must be emailed to Vicki Misiak at Vicki.l.misiak.civ@mail.mil. Questions received after 12:00PM EST on 19 August 2013 will not be answered. All submitted questions and corresponding answers can be found in Attachment 0011 to the Solicitation. Attachment 0012 is being added to provide questions numbered 39 - 62 and the corresponding answers.
