- Description
- The Naval Air Warfare Center Aircraft Division (NAWCAD), Beartrap Program, intends to issue a sole source contract to Maritime Surveillance Associates 39 Peterson Lane Brunswick, ME for a requirement to update and add new capabilities to the Global Reconstruction Analysis & Measurements System (GRAMS) suite. The GRAMS suite utilizes Tactical Acoustic Processing System (TAPS) software. The TAPS software is utilized by Project Beartrap special project personnel in tactical acoustic intelligence analysis. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C 2304 (c) (1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other services or supplies will satisfy agency requirements. Maritime Surveillance Associates is the only known company that produces the Global Reconstruction Analysis & Measurements System (GRAMS) suite. The NAICS for this requirement is 541511 (Custom Computer Programming Services). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit a technical capability statement in response to this notice. All responsible sources may submit a quote, which will be considered by the agency.
