- Sole Source Justification StarWitness Digital Darkroom This is a notice of Intent to Award a Sole Source, fixed price contract to SignalScape, Inc., 200 Regency Forrest Drive, Suite 300, Cary, NC 27511 for the purchase of twelve (12) additional StarWitness FreezeFrame Digital Darkroom Agent systems with 3-year computer hardware warranty and 1-year support and maintenance in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Extensive research conducted with knowledgeable individuals in Government and the related industry has determined SignalScape, Inc. the only responsible source capable of meeting the FBI's requirement. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 2:00PM EST, Wednesday, August 21, 2013 to Ms. Lynda M. Theisen via fax at 703-632-8480 or by email to Lynda.Theisen@ic.fbi.gov. All correspondence shall reference RFQ 13-Q-077213E056. Phone calls will NOT be accepted. Information received will be used solely to determine whether to conduct a competitive procurement. This contract will be awarded as a commercial item in accordance with the Federal Acquisition Regulation, Parts 12 and 13.5. The awardee must be registered in the System for Award Management (SAM) and the Online Representations and Certifications must be filled out.
