- I. SYNOPSIS: Gallup Daily Tracking Survey data, including the Gallup Healthways Well Being Index (WBI) Database Solicitation#: 13-233-SOL-00685 Notice Type: Combined Synopsis/ Solicitation NAICS Code: 519130 Date: August 15, 2013 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as an invitation request for quotation (RFQ). Notice of Intent: The Government intends on soliciting from Gallup, Inc. as, pursuant to FAR 13.106-1(b) Soliciting from a Single Source, because this firm is the only one source that can supply license agreements to the data needed to satisfy agency requirements. The anticipated contract period will be for one year. This determination is made based on Gallup being the sole developer and distributor of a daily polling of Americans on health measures. The sample is also sufficiently large to be representative of all states. This representation is required to analyze issues related to the implementation of health reforms at a geographic level, including estimates of people that might be eligible/enroll in the various health coverage alternatives available to them based on their demographics. It is unique in that it is a nationally representative sample of Americans questioned over a long period of time with a core set of questions that can measure change over time, which is essential for the internal health insurance research projects listed above. Because of this specific criterion, Gallup is found to be the only technically acceptable vendor that is capable of providing this specialized data at the level of quality required. The price of the Gallup data is fair and reasonable when compared to other similar databases. Description: This requirement is to purchase daily updates of the Gallup Daily Tracking Survey data with additional state weighting. In addition to daily updates, ASPE will receive all microdata from January 2008 to present day. The dataset will include data from both the Gallup Healthways Well-being Index track and the Politics and Economy track.
