Description
THIS IS A SOURCES SOUGHT SYNOPSIS FOR CAPABILITIES STATEMENTS ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The U.S. Environmental Protection Agency (EPA) is performing a 'market search' for businesses in preparation for a future procurement. Any interested firm should submit a Capabilities Statement with information which clearly demonstrates their capabilities to provide the services described below. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. It is anticipated that any future contract for these services will be a Cost-Plus-Fixed-Fee (CPFF) Level-of-Effort (LOE) type contract with five one-year periods, each period will have approximately 22,000 LOE hours including increased quantity options. The applicable NAICS code is 541330 (Environmental Engineering Services) with a size standard of $14 million. The capabilities statement shall provide the firm's current size status for the above referenced NAICS code, (large or small) and whether the firm is a SBA certified Hubzone or 8(a)/Small Disadvantaged contractor. The firm shall also indicate if it is Woman-owned, Veteran-owned or Service-Disabled Veteran owned. As a reminder, small businesses are required to perform at least 50 percent of the costs of the contract performance with their own personnel (FAR 52.219-14). The EPA reserves the right to set this action aside for small businesses. EPA's Office of Air and Radiation, Office of Transportation and Air Quality, Assessment and Standards Division (OAR/OTAQ/ASD) administers portions of Title II of the Clean Air Act (CAA). OTAQ's responsibilities under Title II include setting emission standards for on- and off-highway mobile sources and assuring compliance with such standards; evaluating the emissions and fuel consumption characteristics of current and potential future on- and off-highway motor vehicles, motor vehicle and nonroad engines, propulsion systems and components thereof; and assessing the effectiveness and cost of current or potential future mobile source emission control systems. Additional OTAQ's responsibilities under Title II include regulating motor vehicle fuels and fuel additives; assessing the emissions characteristics of current or potential future motor vehicle fuels and fuel additives; and characterizing the environmental and health effects of exposure to currently-regulated and non-regu lated motor vehicle emissions from a wide variety of mobile sources operating on a broad range of fuels and fuel additives. OTAQ is also required to evaluate the drive-ability, safety effects, fuel economy impact, and net benefits of vehicle and fuel regulations, as well as their impact on the regulated industry and on consumers. OTAQ also has responsibilities for developing promising new technologies to achieve these ends. The EPA has a need for a firm to provide OAR/OTAQ/ASD with flexible testing and related analytical support. Key areas to be covered under any resultant contract include testing, monitoring and analytical support for emissions characterization, technology assessment and test procedure/equipment development related to regulated/unregulated emissions and fuel consumption for a wide variety of highway and non-highway vehicles/engines operating on all types of conventional, reformulated and alternative fuels in both laboratory and real-world environments. Specific technical areas to be addressed in capability statements submitted by respondents are as follows: Task 1. Fuel Procurement, Processing and Analyses Task 2. Engine and Vehicle Testing Task 4. Vehicle and Equipment Emissions Sampling and Analysis Task 7. Evaluation of Emission Control Components/Systems Task 12. Safety Analysis of Emission Control Strategies/Equipment Task 15. In-Use Vehicle/Component Recruitment Task 19. Conduct Economic Analyses Task 23. Design and Development of a Stable Source of Combustion PM (PM Generator) Task 24. Development, Delivery, and Support of Electronic Engine and Vehicle Interfaces and Controllers. A draft Performance Work Statement (PWS) detailing these specific technical areas, as well as additional required tasks, for this potential requirement can be obtained from the EPA's Office of Acquisition Management website, http://www.epa.gov/oam/cinn_cmd/. The successful contractor of any resultant contract will be expected to provide all necessary labor, materials, and facilities in support of the efforts delineated by the PWS. Be advised that actual Organizational Conflicts of Interest exist for this potential requirement. The following industries could not avoid an actual Conflict of Interest: motor vehicle, aircraft, marine vessel, locomotive, and non-road equipment or engine manufacturers, fuel/fuel additive producers or distributors, and firms in the field of emission control/reduction. Responses should be submitted to charlton.candice@epa.gov no later than 15 calendar days from the date of posting. A separate synopsis will be issued for the Request for Proposals (RFP), if one should result from this Sources Sought Synopsis.
