Description
In accordance with FAR 5.101(a)(1) and 5.201, this is a notice of intent to award a sole-source contract and is not a request for proposals. The Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA), Office of Chief Procurement Office (OCPO), Acquisition Operations Division, Preparedness Branch, 16825 S. Seton Avenue, Emmitsburg, MD, 21727-8998, intends to award a sole-source contract to The Council of State Governments to provide an Urban Search and Rescue Assessment and Accreditation Program. The Council of State Governments (CSG) is the nation's only organization serving all three branches of state government. CSG is a region-based forum that fosters the exchange of insights and ideas to help state officials shape public policy. This offers unparalleled regional, national and international opportunities to network, develop leaders, collaborate and create problem-solving partnerships. The Emergency Management Accreditation Program (EMAP) is a non-profit organization operating with the Council of Statement Governments as fiduciary agent. EMAP, the voluntary standards, assessment, and accreditation process for state and local government disaster preparedness programs throughout the country, fosters excellence and accountability in emergency management and homeland security programs, by establishing standards applied in a peer review accreditation process. The contractor shall outline the requirements and deliverables necessary to support the National Preparedness Assessment Division (NPAD) in the assessment and accreditation of Urban Search and Rescue (US&R) resources and tiered-response assets against a set of American National Standards Institute (ANSI)-certified national standards for emergency preparedness and response. The contractor will also develop a program using the Council of State Governments assessment process to develop standards to assess and accredit typed-Urban Search & Rescue (US&R) resources and tiered-response assets, and conduct initial assessments. This program will be done in coordination with NPAD and the US&R program office. Accreditation to a national standard ensures critical US&R functions such as planning, coordination, and communications are benchmarked. An assessment and accreditation process allows the current state of US&R resources and tiered-response assets to be understood, its shortfalls identified, and that a path for improvement can be determined. The EMAP assessment and accreditation process has been used since 1997, and can be used as a model to establish similar assessment and accreditation for the mass search and rescue operations core capabilities described in the National Preparedness goal. During the period of performance of this contract, the contractor will use the same methodology and peer-reviewed processes used to assess emergency management programs to develop an assessment and accreditation program for US&R typed resources and tiered response assets. The assessment and accreditation process and results will be used to assist in the assessment of the search and rescue operations at the Federal, State, and local levels. EMAP is uniquely and singly positioned to maintain and apply the only community-recognized emergency management standards and to report results to inform the assessment of preparedness across the United States. No other entity exists in the government, private, or non-profit sectors, other than the Council of State Governments, that is positioned, possesses the ability to acquire, or demonstrates an intention to pursue the ability to apply collaboratively developed, ANSI-certified standards to the determination of the quality and comprehensiveness of emergency preparedness and response programs at all levels of government. The Council of State Governments unique history and experience in this distinctive area of competency are found to be unparalleled. There is no other organization that is recognized by FEMA to provide these unique assessments. FEMA OCPO intends to award a contract to The Council of Statement Governments for a (1) year performance period. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government, and information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government/FEMA will not be responsible for paying for any of the costs incurred and associated with the development of any responses submitted to this posting. The North American Industry Classification System Code (NAICS) is 541990.
