- Install new water distribution mains and services in the Elkmont Campground in accordance with the attached SOW, and plans. This acquisition is 100% set-aside for small business. The NAICS code is 237110 and the size standard is $33.5 million. In accordance with FAR Subpart 36.204, the magnitude of construction is estimated between $500,000.00 and $1,000,000.00. Method of solicitation: RFP - Request for Proposal Source Selection Process: Best Value Type of contract: Firm Fixed Price Construction This solicitation will result in a contract with a base period of performance from September 3, 2013 through March 15, 2014. The government obligation for performance of this contract beyond this phase is contingent upon the availability of funds from which payment for contract purposes can be made. No legal liability on the part of the government for any payment may arise for performance under this contract beyond the amount that has been authorized through the issuance of written contracts. The government may award a contract for the base item and any additive item or for the base item and any combination of additive items. All work shall be performed under a single contract. Selection will be made on evaluation of the base item and all additive items. Evaluation factors are price and past performance. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. Preproposal conference/Site visit will be held on 7 Aug 2013 @ 1:30 p.m. local time at the Great Smoky Mountains National Park Headquarters Building located at 107 Park Headquarters Rd., Gatlinburg, TN 37738. Interested offerors are urged and expected to attend the conference/site visit. All interested contractors are encouraged to register on the interested vendors list on the Federal Business Opportunities website. The contractor shall provide all labor, materials, tools, equipment, supervision, and all other items as necessary to complete the work as described in the Statement of Work (SOW) - Attachment 1. This solicitation will only be available via the internet at the following address: http://www.FBO.gov. It is the responsibility of the contractor to monitor the site to view or receive updates and notifications to the solicitation. NO paper copies of the solicitation will be furnished. Formal questions are due via e-mail no later than 2:00 pm local time on August 5, 2013.
