Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quote (RFQ) and the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69. The solicitation number associated with this combined Synopsis/Solicitation is DJA-13-AHDQ-Q-0059. This acquisition is set aside for small businesses. The NAICS code for this requirement is 334515. Quantity/Description of Item: Requirement for this requirement is as described below: One (1) each Velocity of Detonation (VOD) 812 Meter (8 input channels, communication port, hermetic transport case) One (1) each Probe Preparation Kit (1 polishing kit, 40 optical connectors) One (1) each Fiber Optic Cable (length 500 m) One (1) each Duplex Optical Cable Extension (length 24 m, connectors for 2 optical probes) One (1) each Signal generator for testing optical fiber and VOD 812 (8 outputs) One (1) each Automatic battery charger 230 V250 mA (leading cable) One (1) each Starting set of 8 pieces prepared optical probes (length 10m) One (1) each Set of accessories (USB cable, 2 bulkhead feedthrough, WinVOD software installation CD, hermetic transport case, vernier caliper, knife, aluminum tape) Market research for this requirement indicates the required items are available through authorized resellers. Interested offerors who feel they can supply the VOD equipment may submit a quotation to the Contract Specialist. The equipment shall be delivered (FOB Destination) no later than 90 days after award to: Alcohol, Tobacco, Firearms & Explosives, National Center for Explosives Training and Research, Attn: Shonn Kevin McNeill, 3750 Corporal Road, Redstone Arsenal, Huntsville, AL 35898. The anticipated award date is August 27, 2013. The provisions at FAR 52.212-1, Instruction to Offerors - Commercial Items and FAR 52.212-2, Evaluation - Commercial Items applies to this acquisition. An award will be made to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factor will be used to evaluate offers: Lowest Price Technically Acceptable. The Contractor shall provide the equipment as listed under the description above. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items applies to this acquisition. All offerors must include a completed annual representations and certifications for commercial items or certify that annual representations and certifications have been completed via the online website at https://sam.gov. Prospective vendors must be actively registered with the Central Contractor Registration (CCR) website at https://sam.gov. The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition. The offeror must have a current profile in the Online Representations and Certifications (https://sam.gov) prior to award. The above referenced FAR clauses and provisions may be accessed via the World Wide Web at www.acquisition.gov/far. Additionally, the following Bureau of Alcohol, Tobacco, Firearms and Explosives Acquisition Regulation Clause(s) will be incorporated in full text in the resulting contract: ATF 14, Electronic Invoicing; ATF 17, Notice to the Government of Delay; ATF 19, Authority to obligate the Government; ATF 34 Representation Regarding Felony Conviction Under Any Federal law or Unpaid Delinquent Tax Liability (Deviation 2012-02) and; ATF 35 52.232-99, Providing Accelerated Payment to Small Business Subcontractors (DEVIATION).
