- Attachment P7 - OCI List Attachment P6 - DD254 Attachment P5 - QASP Attachment P4 - CLIN Breakout Spreadsheet Attachment P3 - Past Performance Questionnaire Attachment P2 - CPARS Update Questionnaire Attachment P1 - Past Performance Matrix Exhibit A CDRLs RFP N00421-12-R-0048 The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland, has a requirement for Airborne Maritime Surveillance (AMS) and range clearing services in support of AIR 5.1.2 Commercial Air Services. Performance is expected to occur at Pacific Missile Range Facility (PMRF), Hawaii as well as other DoD ranges. The contractor shall provide range clearing support for DoD ranges. Contractor support shall be inclusive of, but not limited to: aircraft equipped with radar and communications systems, equipment, personnel, and materials as specified in the Performance Work Statement (PWS). AMS ensures DoD Ranges are clear to support missile testing and fleet training exercises. Testing supported by AMS/range clearing includes sub-surface, surface, and air testing with a number of multi-service projects for the Research, Development, Test and Evaluation (RDTE) community at (PMRF), Hawaii as well as other DoD Ranges. Additionally, this contract will provide AMS/range clearing support for missile testing performed by the Theatre Missile Defense systems, Naval Base Ventura County ranges, and fleet training exercises. During these tests, missiles may cover a distance of several thousand miles, whereby ships and private surface vessels need to be notified of the operation. Additional missions will include RDTE and Telemetry requirements for supporting DoD tasks. The Government's intent is to award a single contract to the offeror who provides the best overall value, with award anticipated no later than 27 March 2014. The anticipated contract type is is an Indefinate Delivery Indefinate Quantity (IDIQ) Firm-Fixed-Price (FFP) contract. The period of performance will consist of a total of five years from the date of award. The solicitation will be offered for full and open competition under NAICS code 481219 (Other Nonscheduled Air Transportation). The Product Service Code is V121 (Transportation: Air Charter). This requirement was previously satisfied via competitively awarded Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) contract N00421-08-D-0011. The incumbent contractor is Phoenix Air Group, Inc.
